In my humble opinion “certain types” of software especially software that target specific disciplines needs to be supported and therefore minimum requirements will help to protect consumers. Off the shelf software might not need this level of protection - “let the buyer beware”.

I think the requirements to prove that a company is registered and have an address is necessary for doing business with Government Agencies but I am not sure.

Just my 2 cents worth.
